Policy on Posting and Distribution of Non-Library Materials

Passed January 24, 2006
As Amended July 23, 2008

One role of the Bangor Public Library is that of community activities center. In performing this role, the Library provides bulletin boards and distributes print material on local events, courses, and programs, and serves as a general place for the dissemination of local information.

These are the policies regarding posting and distribution of non-library materials:

1. Pamphlets, brochures, flyers and forms may be left in designated areas of the Library for programs and events sponsored by government, nonprofit, educational, cultural and recreational organizations.

2. Content of posters, brochures, flyers, etc. must conform to all existing laws including those regarding libel, defamation of character, obscenity, and invasion of privacy.

3. Posting of materials does not imply Library endorsement of content, nor will the Library accept responsibility for the accuracy of the statements made in the materials.

4. Inquiries regarding events and activities described in the materials should be directed to the sponsors of the events, programs, etc.

5. Sponsors of programs or events are responsible for replenishing material. All out of date material will be removed either by the sponsor or by Library staff. No flyer, poster or brochure will be displayed longer than three months.

6. The Children’s Department bulletin board and pamphlet area are intended for events of special interest to children and/or adults working with them.

7. The appropriate department (Children’s or Reference) should authorize materials for posting or distribution. Material may be rejected because of space limitations. Decisions made by these Departments may be appealed to the Director.

THE FOLLOWING ITEMS MAY NOT BE POSTED ON BULLETIN BOARDS OR LEFT FOR DISTRIBUTION:

1. Materials that support or oppose any political candidate or ballot measure. However, election information, such as that provided by the Secretary of State or the League of Women Voters will be made available.

2. Materials that support or oppose a specific religious convention. However, information on concerts or special programs sponsored by religious organizations may be displayed.

3. Personal notices.

4. Material for commercial purposes.
